Yapı denetim firmalarının iş sağlığı ve güvenliği açısından sorumlulukları

Abstract

Bu tez çalışmasının amacı; inşaat sektöründe faaliyet gösteren yapı denetim firmalarının iş sağlığı ve güvenliği açısından sorumluluklarının belirlenerek, denetim esnasında iş sağlığı ve güvenliği konusunda da denetim yapmalarını önermektir. Bu nedenle çalışmada önce konu ile ilgili literatür çalışması yapılarak iş sağlığı ve güvenliği, yapı denetim, yapı denetimin gelişim süreci hakkında bilgiler verilmiştir. Daha sonra kontrol listeleri hazırlanarak yapı denetimin iş sağlığı ve güvenliği açısından denetimlerde daha etkin hale getirilmesi hedeflenmiştir. İnşaat için Elmeri gözlem formu hazırlanarak Çorum merkezde yapı denetim firmaları tarafından denetlenen ve farklı seviyelerde olan inşaatların Elmeri güvenlik endeksi hesaplanmıştır. Sonuç olarak yapı denetim firmaları tarafından denetimi yapılan inşaatların iş sağlığı ve güvenliği açısından genel olarak güvenli olmadıkları ve yapı denetim firmalarının kanunda belirtilen iş sağlığı ve güvenliği ile alakalı görevlerini eksik yaptıkları gözler önüne serilmiştir. Hazırlanan checklist (kontrol formları) ve elmeri metoduyla yapı denetim firmalarının inşaat denetimlerindeki iş sağlığı ve güvenliği ile ilgili görevleri daha etkili şekilde yerine getirilebilir.

The aim of this thesis study; to determine the responsibilities of the building inspection companies operating in the construction sector in terms of occupational health and safety, and to recommend that they also conduct inspections on occupational health and safety during the inspection. For this reason, in the study, firstly, a literature study on the subject was made and information about occupational health and safety, building inspection, and the development process of building inspection was given. Later, by preparing checklists, it is aimed to make the building inspection more effective in terms of occupational health and safety. Elmeri observation form was prepared for the construction and Elmeri safety index was calculated for the constructions at different levels, which were inspected by building inspection companies in Çorum center. As a result, it has been revealed that the constructions inspected by the building inspection firms are not generally safe in terms of occupational health and safety and that the construction inspection firms do not fulfill their duties related to occupational health and safety specified in the law. With the prepared checklist (control forms) and the elmeri method, the duties of building inspection companies related to occupational health and safety in construction inspections can be fulfilled more effectively.
