Bulanık Çok Kriterli Karar Verme Yaklaşımıyla Türkiye İmalat Sanayii’nde Performans Ölçümü

Abstract

İşletmelerin geleceğe yönelik kararlarının başarısını iyi bir performans değerlendirmesi yapılması oldukça etkilemektedir. Bu açıdan firmaların performansının ölçülmesi hem kaynakların etkin kullanımında rol oynarken hem de sektördeki rekabet durumunun tespit edilmesi hakkında yol göstermektedir. Performans değerlendirmesi konusunda kullanılan finansal tablo analizleri ve istatistiksel yöntemler sürekli değişen çevre koşulları altında firmalara genel bir bakış açısı sunmakta yetersiz olabilmektedir. Bu noktada geleneksel yöntemler yerine çok fazla sayıda faktörün birlikte değerlendirilmesini sağlayan Çok Kriterli Karar Verme (ÇKKV) yöntemlerinin kullanımı ön plana çıkmaktadır. Çalışmanın amacı, performans ölçümünün çok sayıda faktörün dikkate alınmasını gerektiren yapısı nedeniyle ÇKKV tekniklerini kullanarak bir uygulama sunmaktır. Bu amaçla, Bulanık ÇKKV yaklaşımı kullanılarak Türkiye İmalat Sanayii’nde faaliyet gösteren Borsa İstanbul’da kayıtlı 8 ayrı sektörde bulunan işletmeler için performans sıralaması yapılmıştır. Literatüre uygun şekilde belirlenen finansal performans kriterleri ışığında uygulama modeli oluşturulmuştur. Öncelikle uzman görüşleri yardımıyla Bulanık Analitik Hiyerarşi Süreci (BAHS) ile değerlendirme kriterleri ağırlıklandırılmıştır. Daha sonra, 8 sektörde faaliyet gösteren 171 işletmenin verilerinden faydalanılarak, TOPSIS (İdeal Çözüme Benzerliğe Dayalı Sıralama Tekniği), VIKOR (Çok Kriterli Optimizasyon ve Uzlaşı Çözümü) ve GİA (Gri İlişkisel Analiz) yöntemleri ile firmaların sektör içi performans sıralamaları elde edilmiştir. Her üç yöntemin uygulanmasından söz konusu firmalar için üç ayrı performans sıralamasına ulaşılmıştır. Bu sıralamaları bütünleştirmek için, Borda Sayım (BS) yönteminden yararlanılmış ve nihai sıralamalar elde edilmiştir. Böylece hem farklı ÇKKV yöntemlerinin sonuçlarının görülmesi hem de bütünsel olarak değerlendirilmesi sağlanmıştır.

A good implementation of performance evaluation influences widely the success of firms’ prospective decisions. In this respect, performance evaluation concept both plays a role in efficient use of resources and guides managers about detection of the competition status in industry. Financial chart analyzes and statistical methods used in performance evaluation can be insufficient to provide an overview of firms under everchanging environmental conditions. At this point, instead of traditional methods the use of Multi-Criteria Decision Making (MCDM) methods, which allow for the evaluation of too many factors, comes to the fore. Due to the structure of performance evaluation which requires consideration of multiple factors, this study aimsto present an application by using MCDM methods. For this purpose, it is proposed to rank performances of the enterprises which operate in Turkish Manufacturing Industry in 8 different sectors and registered in Borsa İstanbul by using Fuzzy MCDM approach. In the light of determined performance evaluation criteria the application model is formed. Firstly, criteria are weighted with Fuzzy AHP by receiving opinions of experts. Afterwards, for obtaining performance rankings of 171 firms regarding 8 sectors, it is used TOPSIS (Technique for Order-Preference by Similarity to Ideal Solution), VIKOR (VIšeKriterijumska Optimizacija I Kompromisno Resenje) and GRA (Grey Relational Analysis) techniques. Three performance rankings are obtained from application of each three methods. Finally, to reach a single performance ranking outcome, it is profited by Borda Count (BC) technique by integrating the three mentioned rankings. Thus, both the results of the different methods and the holistic assessment of the results of different methods were provided.
